A few ideas:

1) I could add a page on this website for your area's events and subscriptions. (Free)

2) I could set up an entire website for you (with a custom domain), for a low price. I'm not in this to make money from your pain, BUT this isn't free for me. I do pay from my own pocket for this website, domain, etc. and I spend my own time setting everything up. So... let's say $200 for the first year and after that you can take it over or we can discuss next steps.

That's for the basic setup of the website, which YOU would administer. If you want me to do administration too, we can discuss cost.
